Die Bevölkerung wurde durch Wehrpflicht, wirtschaftliche Regelungen und Zwangsverpflichtungen aktiv in die Kriegsgeschehnisse einbezogen. Im Ersten Weltkrieg wurden zum ersten Mal Waffen wie Maschinengewehre und Panzer verwendet. Und es wurde zum ersten Mal eine Waffe systematisch eingesetzt, deren Macht und Effizienz den Verlauf des Ersten und später auch des Zweiten Weltkrieges entscheidend beeinflussen sollte: die Waffe der Propaganda. Zu Beginn des Ersten Weltkrieges hatte Gro britannien noch keine amtliche Propaganda-Abteilung. Die Wichtigkeit einer solchen Einrichtung wurde dann aber recht schnell deutlich, und am Ende der Kriegshandlungen 1918 verfügte das Königreich über die am höchsten entwickelte und effektivste Propagandaorganisation der Welt. In Deutschland schien die staatliche Propaganda bei Kriegsausbruch zunächst gar nicht nötig zu sein, da in der Bevölkerung in der ersten Phase des Krieges breite Zustimmung und Unterstützung für den Kriegseintritt vorhanden war. Trotzdem wurden den lokalen Militärs bereits frühzeitig politische Befugnisse übertragen, die ihnen umfassende Kontrolle über zivile Behörden und Verwaltungen ermöglichten. Die vorliegende Arbeit gibt einen Überblick über die Entstehung und Entwicklung britischer und deutscher Propaganda in den Jahren 1914 bis 1918. Dabei wird u.a. auf die Fragen eingegangen, wie die Propaganda in beiden Kriegsmächten organisiert worden ist, welche Propagandamittel benutzt wurden und wie diese wirkten. Zum Thema existieren überwiegend englischsprachige Publikationen neueren Datums, Titel deutscher Autoren zur deutschen bzw. britischen Propagand
