Inhaltsangabe: Einleitung: Bürgerbeteiligung hat Hochkonjunktur. Schlagworte wie Bürgerliches Engagement, Freiwilligenarbeit, Bürgerbüro oder Bürgerservice finden sich gehäuft in den Medien, der 5. Dezember 2001 wurde zum Tag des Ehrenamtes bestimmt. Selbst die Politik, sonst um Ausreden und Ausflüchte nicht verlegen, schreit vor dem Hintergrund sozialer Probleme in den Gemeinden nach Hilfe von Au en, Ehrenamt und Bürgerliches Engagement finden zunehmend Bedeutung in sozialpolitischen Planungen. Auch in anderen Bereichen, zum Beispiel in der Stadtentwicklung und gar in der Wirtschaftsförderung wird verstärkt auf die Mitarbeit engagierter Bürger gesetzt. Etwa 34 % der Bürgerinnen und Bürger engagieren sich in ihrer Freizeit ehrenamtlich in Verbänden, Vereine, Initiativen und Projekten. Bürgeraktivierung und -Beteiligung geschieht heute jedoch im Vergleich zu früher unter anderen Vorzeichen. Das Bild der „Ehrenamtlichen" hat sich verändert, über Sinn und Zweck wird nachgefragt, das Ziel der Helfer ist oftmals eigene Befriedigung und persönliches Selbstverständnis, die Hilfe an sich mehr oder weniger nur „Nebenprodukt". Gang der Untersuchung: Die vorliegende Arbeit verfolgt das Ziel, über die Begrifflichkeiten und Systematik der Thematik „Bürgerschaftliches Engagement" einen Überblick zu verschaffen. Gestreift wird der geschichtliche Aspekt, rechtliche Grundlagen sowie mögliche Betätigungsfelder. Schwerpunkte der Arbeit sind eine Beschreibung und Darstellung der freiwilligen Helfer sowie deren Motivation und Motive Im abschlie enden Kapitel werden die Chancen, aber auch mögliche Risiken, die das bürgerliche Engagement für Staat und Gesellschaft bedeuten können, kurz dargestellt. Die Arbeit endet mit Forderungen an die Adresse von Kommunen und staatlichen Organisation, welche im wesentlichen die Verantwortung für förderliche Rahmenbedingungen eines funktionierenden bürgerschaftlichen Engagements tragen.
