In den letzten Jahren stieg das Interesse von Politik und Öffentlichkeit an der Freiwilligenarbeit. Dies beweisen die zahlreichen Untersuchungen und Initiativen der Enquete-Kommission des Deutschen Bundestags und des Bundesministeriums für Familie, Senioren, Frauen und Jugend. Der unentgeltliche Einsatz von Bürgern am öffentlichen Gemeinwohl ist in einer Gesellschaft mit ökonomischen, kulturellen und sozialen Veränderungen von unverzichtbarer Bedeutung. Innerhalb dieser Entwicklungen, welche sich mit den Begriffen 'Individualisierung' oder 'Globalisierung' beschreiben lassen, soll Freiwilligenarbeit Werte wie Freiheit, Gerechtigkeit, Solidarität, Eigenverantwortung und Teilhabe am Gemeinwohl aktivieren bzw. aufrechterhalten. Die Beteiligung und Mitarbeit von Bürgern ist ein notwendiger Bestandteil eines sozialen und starken Staates. In einem Dokument der Bundesregierung hei t es: "Ehrenamt, bürgerschaftliches Engagement und Selbsthilfe sind unverzichtbare Voraussetzung für gelebte Demokratie und humanes Miteinander. In Zeiten globaler Veränderungen wird der gesellschaftliche Zusammenhalt in hohem Ma e von der oft wenig sichtbaren und unspektakulären Arbeit bestimmt, die Menschen freiwillig täglich erbringen" (Enquete-Kommission 2001: 16). Die Engagementbereitschaft erfasst alle Altersgruppen unabhängig von Status oder Rasse. Junge und alte Menschen, Erwerbstätige und Arbeitslose, Frauen und Männer, Fachleute und Laien sind motiviert, sich freiwillig und unentgeltlich für andere in Vereinen, Verbänden, Selbsthilfegruppen oder Institutionen zu engagieren.
