Allerdings ist im Personalbereich die Wertschöpfung nur schwer oder überhaupt nicht messbar (vgl. Meckl 1999, S. 8). In der Praxis ist dieser Trend bereits so weit fortgeschritten, dass nahezu jede Personalfunktion grundsätzlich ausgelagert werden kann. Es stellt sich daher nicht die Frage, ob bzw. welche Personalfunktionen aus dem betrieblichen Leistungsgeschehen ausgegliedert werden können, sondern ob es für das Unternehmen von Vorteil ist, dies zu tun (vgl. Reichert 2005, S. 7). Auch im Bereich Recruiting werden aufgrund von gestiegenen Anforderungen und Erwartungen Überlegungen angeführt, Rekrutierungsaktivitäten ganz oder teilweise auszulagern. Dieser Prozess wird mit dem Begriff des Recruiting Process Outsourcing beschrieben. Beim Outsourcing personalwirtschaftlicher Funktionen besteht im Zuge von Lean Management und Business Process Reengineering grundsätzlich die Gefahr, dass in der Praxis Fehlentscheidungen getroffen werden (vgl. Meckl/Eigler 1998a, S. 101). Personalbereiche wie die Rekrutierung werden an einen externen Dienstleister ausgelagert, um schnell und wirkungsvoll Kosten ab zu bauen, ohne sich dabei möglicher Risiken bewusst zu sein. Ausgehend von den Defiziten in der betriebswirtschaftlichen Forschung ist die Zielsetzung dieser Arbeit mögliche Chancen und Risiken von Recruiting Process Outsourcing zu ermitteln. Dabei werden dieser Diskussion sowohl die Transaktionskostentheorie als auch der Ressourcenansatz als theoretisches Fundament zugrunde gelegt. Der Betrachtungsgegenstand ist meist das Unternehmen bzw. der Recruiting-Bereich der Personalabteilung.
