Oder sind sie etwa eine überschätzte Modeerscheinung und lediglich Ausfluss des evidenten Problem- und Handlungsdrucks, dem sich die regionale Wirtschaftsförderung in Anbetracht begrenzter Mittel und Instrumente gegenüber gestellt sieht? Zur Beantwortung dieser Fragestellung liegt nach einem einführenden Kapitel, welches sich genauer damit befasst, auf welche Art und Weise Cluster als wirtschaftsfördernde Ma nahme instrumentalisiert werden, der Fokus dieser Ausarbeitung auf der Bewertung der staatlichen Clusterförderung. Diese erfolgt zunächst auf einer konzeptionellen Grundlage. Dabei werden die Ziele, Möglichkeiten und Grenzen auf einer deskriptiven Basis lediglich kontrastiert, ehe in einem weiteren Unterkapitel der davon weitestgehend losgelöste und mit gro en Herausforderungen verbundene Versuch einer systematischen empirischen Evaluation bisheriger Praxisergebnisse vorgenommen wird. Die Grundlage dieser praxisbezogenen Evaluation in Kapitel 3.2 bilden dabei diverse Sekundärquellen, weil eine Auswertung der Primärerhebungen nicht nur wegen des (öffentlich) kaum verfügbaren Datenmaterials nur sehr begrenzt möglich, sondern auch aus Platzgründen im Rahmen dieser Ausarbeitung nicht zu leisten war. Dabei erfolgt eine ausschlie liche Betrachtung der kommunalen Wirtschaftsförderung, die per definitionem eine lokale und regional begrenzte Orientierung aufweist. Transregionale Initiativen - wie der bundesstaatliche "Spitzencluster-Wettbewerb" - bleiben daher bewusst au er Betracht.
