COMPARE is the software model used to estimate Most Efficient Organization (MEO) labor costs during A-76 competitions and does an adequate job of cost estimation for units that provide generally low level technology services, labor and supervision to organizations. With Outsourcing and Privatization (OP) being considered across a wider cross section of organizations, COMPARE may be unable to provide a comparable picture of MEO costs suitable for use in source selection. The purpose of this research will be to identify common characteristics of more complex studies, specifically, the Air Force depot workload competitions at San Antonio Air Logistics Center (SA-ALC) and Sacramento Air Logistics Center (SM-ALC), and to highlight cost comparison factors that may not be adequately addressed in the COMPARE model. Once identified, an analysis of the underlying reasons for the difference in cost factors between models will be conducted. Results from research will confirm the current model (COMPARE) or will provide the basis for support and development of a new cost model.
