Dennoch muss man nicht erst seit der Wiedervereini-gung feststellen, dass dieser Begriff in der Politikwissenschaft für Polarisierung sorgt und bei weitem nicht als ein durchweg positiv konnotierter einzuordnen ist. Kritik am Partei-enstaat Deutschland lässt sich insbesondere mit dem geflügelten Wort der "Parteiverdros-senheit" in Verbindung bringen. Nicht nur die politische Kultur seit den 80er Jahren be-sagt eine solche. Auch Kritiker wie Hans Herbert von Arnim unterstellen dem politischen System der Bundesrepublik einen "überdehnten Einfluss der Parteien" (Rudzio 2006: 94) und bezeichnen "Staat und Verwaltung als Beute" und die wuchernde Parteienfinanzie-rung als "Selbstbedienung" (Rudzio 2006: 94). So stellt Peter Lösche fest: "Das Problem des bundesdeutschen Parteienstaates besteht heute nicht in zu wenig, sondern - zumindest in publizistischen Meinungen - in zuviel Macht und Einfluss" (Lösche 2006: 23). Karl-heinz Niclau dagegen gehört zu jenen, die das Parteiensystem der Bundesrepublik wei-testgehend verteidigen. Wenngleich er auch Kritik hinsichtlich der innerparteilichen De-mokratie und der Intransparenz der Parteienfinanzierung übt, würdigt er "die Verdienste der Parteien um die politisch-wirtschaftliche Stabilität der Bundesrepublik und tritt damit einer oberflächlichen Parteiverdrossenheit entgegen" (Niclau 1995: Einband). An dieser Stelle stellt sich die Frage, wie weit die Bundesrepublik tatsächlich als Partei-enstaat zu bezeichnen ist. Auch hierüber gibt es unterschiedlichste Meinungen, da der Parteienstaat nicht von den Vätern des Grundgesetzes als solcher deklariert wurde, son-dern lediglich einer Verfassungsinterpretation zu Grunde liegt.
