Vom Demokratiebegriff im historischen Wandel ausgehend, über allgemein anerkannte Elemente der Demokratie versucht die Arbeit diese Elemente im Grundgesetz zu verorten und in ihrer Ausprägung zu beschreiben. Der Begriff Demokratie taucht im alltäglichen nicht nur politischen oder juristischem Leben vielseits auf. Er geht teilweise über die Zunge, ohne sich je genauer darüber Gedanken gemacht zu haben, was Demokratie eigentlich bedeutet und spezieller, wo es in den Grundfesten unseres Landes verankert ist. "Demokratie ist ein dem Griechischen entstammender Fachausdruck des politischen und wissenschaftlichen Sprachgebrauchs." So oder so ähnlich liest es sich in den meisten Lehr- und Sprachbüchern. Sprachlich analysiert setzt sich das Wort Demokratie aus dem griechischen Wort "demos", was so viel bedeutet wie Volk oder Volksmasse und dem Wort "kratein" zusammen, da übersetzt herrschen, Herrschaft oder Macht ausüben bedeutet. Kurz gesagt, Demokratie hei t somit "Herrschaft des Volkes" Mit der "Herrschaft des Volkes" ist jedoch nicht die entartete Variante der Demokratie, die Ochlokratie (Herrschaft eines zuchtlosen Pöbels) zu verwechseln6, auch wenn dieser Fehler des öfteren gemacht wird. Gemeint ist eher, da da Volk Träger der Staatsgewalt ist. [...]
