Gemeint ist die soziale Tatsache, dass Millionen von Menschen sowohl in den westlichen Industrienationen als auch in Entwicklungsländern keinen Zugang zum globalen Informationsnetzwerk haben und diese Gruppe der "information have-nots" aus Individuen zusammengesetzt ist, die vielfach den unterprivilegierten Gesellschaftsschichten angehören. Dieser digitale Graben - Englisch Digital Divide genannt - trennt nicht nur den gesamten Globus, sondern macht sich auch auf nationaler Ebene bemerkbar. Das Gefährliche an diesem Graben ist der Umstand, dass bereits bestehende Ungleichheitsstrukturen weiter verstärkt werden, indem den marginalisierten und unterprivilegierten Bevölkerungsgruppen, Gesellschaftsschichten und Nationen die Chance verwehrt bleibt, von den positiven Eigenschaften der neuen Informations- und Kommunikationstechnologien Gebrauch zu machen. Paradox an dieser Situation ist die empirisch festgestellte Tatsache, dass durch einen geschickten und gezielten Einsatz der neuen Medien die Lebenssituation gesellschaftlich benachteiligter Menschen wesentlich verbessert werden könnte. Zahlreiche Projekte aus der Entwicklungszusammenarbeit deuten darauf hin, dass das Internet nicht nur den gesellschaftlichen Wandel in den Industrienationen voranzutreiben vermag, sondern bei intelligenter Nutzung auch in den Entwicklungsländern zu einem entscheidenden Faktor in der sozio-kulturellen Fortentwicklung werden kann. Die folgende Arbeit analysiert das vielschichtige Digital Divide-Phänomen und versucht die Frage zu beantworten, inwiefern durch eine gezielte und geschickte Nutzung von Informations- und Kommunikationstechnologien den
