Anders gesagt möchte man eine einheitliche Beschreibung von beruflichen Kompetenzen finden. Hierzu hat man auf europäischer Ebene den europäischen Qualifikationsrahmen (EQR) entwickelt und eingeführt. Er soll dazu dienen, die Transparenz von Qualifikationen zu verbessern und die Mobilität des europäischen Arbeitsmarktes zu erhöhen. Neben dem EQR hat man noch ein europäisches Credit System zur Berufsbildung (ECVET-System) entwickelt. In diesem System werden verschiedenen Qualifikationen Leistungspunkte zugeordnet, so dass die Qualifikationen international vergleichbar sind. Aufgrund des EQR und EVCET hat auch Deutschland einen eigenen Qualifikationsrahmen, den DQR entwickelt. Dieser ziehlt speziell auf die Sach-, Sozial-, Selbst- und Handlungskompetenzen ab, die im Laufe der Jahre immer wichtiger für die berufliche Bildung geworden sind. Ziel der Arbeit soll es also sein zur ermitteln inwieweit der EQR, das EVCET und die NQR (nationale Qualifikationsrahmen) ihre Ziele verwirklichen können und welche Auswirkungen die neuen Regelungen auf die einzelne Staaten der EU haben werden. Um dieses zu erarbeiten soll in einem ersten Abschnitt die europäische Zusammenarbeit in Bezug auf die Bildung ab dem Prozess von Bologna 1999 dargestellt werden. Au erdem soll in diesem ersten Block auch der EUROPASS, welcher als Vorüberlegung zum EQR gilt, erörtert werden. In einem zweiten Abschnitt wird dann auf den europäischen Qualifikationsrahmen im Allgemeinen eingegangen. Hierbei erscheint es als notwendig zunächst den Begriff des Qualifikationsrahmens zu er
