O Banco Nacional do Desenvolvimento Social e Econômico tem como objetivo auxiliar o desenvolvimento do país, por meio do fomento da atividade econômica, privada ou pública. O BNDES é permeado por um sistema normativo complexo que prevê, entre vários propósitos, o de promover o desenvolvimento social. O presente trabalho se propõe a responder a seguinte problemática: qual o sentido do "desenvolvimento" promovido pelo BNDES? Para tal fim, tem como objetivo analisar a relação entre as premissas conceituais e normativas relativas ao BNDES e sua aplicação na atividade financeira do banco do desenvolvimento. O método empregado consistiu numa revisão literária do conceito de desenvolvimento, numa revisão das legislações e resoluções do BNDES, da análise dos dados quantitativos da atividade do BNDES e dos dados macroeconômicos da economia nacional. Os resultados apontam que existe um desequilíbrio verticalizado e horizontalizado dos desembolsos do BNDES, preferindo as grandes empresas e as regiões mais ricas do país; apontam, ainda, que os dadoseconômicos-sociais das regiões do Brasil, como o IDH-M, o índice gini e o baixo desempenho do PIB, não são utilizados como critérios para estimular as regiões mais necessitadas. O trabalho conclui que não é possível que o BNDES contemple todas asperspectivas do desenvolvimento e que o banco deve ter uma proposta clara de atuação de desenvolver, sem ignorar as regiões mais necessitadas de recursos e sem perder de vista a necessidade de maior incentivo à inovação e a criação de uma rede produtiva complexa e sofisticada.
