Wir leben aufgrund der immer mehr werdenden Medien, neuen Technologien und digitalen Erfindungen in einer Zeit des Medienwandels. Das Konsumverhalten der Mediennutzer in Deutschland hat sich in den letzten Jahren rapide verändert und ein Stopp dieses Wandels ist derzeit nicht in Sicht. Seit der Etablierung des Video-onDemand- (VoD-) Marktes gibt es eine attraktive Alternative zum herkömmlichen Fernsehen. Das Internet bietet viele überzeugende Programme, welche mit den klassischen Fernsehformaten vergleichbar sind und ebenso über den Fernseher abgespielt werden können. Das Radio wiederum bekommt Konkurrenz durch Musikstreaming-Portale, welche immer beliebter werden. Diese veränderte Medienlandschaft führt dazu, dass der öffentlich-rechtliche Rundfunk immer wieder Gegenstand der öffentlichen Diskussion ist. Angesichts seines Grundversorgungsauftrags und seiner Finanzierungsart muss er sich im digitalen Zeitalter verstärkt der Kritik stellen und einem deutlichen Legitimationsdruck entgegentreten. Seitdem im Januar 2013 die Rundfunkfinanzierungsreform mit dem geräteunabhängigen und pauschalen Zwangsbeitrag in Kraft trat, hat dies zu noch mehr Unmut unter der Bevölkerung geführt. Die Öffentlich-Rechtlichen müssen mit Existenzbegründungen gegen die viele Kritik kämpfen, welche im digitalen Zeitalter mit Internet und Konkurrenzportalen zunimmt. Die in Frage zu stellende Vereinbarkeit von Sonderrolle und Digitalisierung erschwert den öffentlich-rechtlichen Sendern ihre Position im digitalen Zeitalter. Die Folgen der Digitalisierung für die Regulierung des öffentlich-rechtlichen Rundfunks geben daher Anlass zu einer Legitimationsdebatte, welche von Aktualität und Wichtigkeit ist.
