Mit dieser Beschreibung charakterisiert er ein umfangreiches Bauprogramm, eine gewaltige Selbstinszenierung, welche im Verlaufe seiner Herrschaft über Rom seine machtpolitischen Zielstellungen unterstützte. Der Begriff Politik leitet sich aus dem griechischen Begriff polis für Stadt oder Gemeinschaft ab. Mit ihm wird vorausberechnendes, innerhalb der Gesellschaft auf ein bestimmtes Ziel gerichtetes Verhalten bezeichnet. Dieses Verhalten findet in unterschiedlichen Formen statt und wurde wissenschaftlich in verschiedene Kategorien eingeteilt. Eine Hauptkategorie ist dabei die Machtpolitik. Im Folgenden wird dargestellt wie es Augustus gelang, seine Baupolitik als Teil von zielstrebiger Machtpolitik einzusetzen. Sie war dabei Ausdruck seiner geschickten Steuerung und Beeinflussung des Baugeschehens im Römischen Reich, zur Vermittlung von bildhaften Darstellungen als auch für pragmatische Zwecke im Sinne seiner Machtinteressen. Dazu wird in Kapitel zwei erläutert, wie Augustus diese Baupolitik den jeweiligen Erfordernissen seiner Herrschaftszeit angepasst hat. Im Mittelpunkt von Kapitel drei stehen die dabei bestimmenden baupolitischen Inhalte und Ausdrucksformen. Mit eindrucksvollen Repräsentationsbauten, durch die Suggestionskraft von Architektur und Kunst, aber auch mit einer Vielzahl von populären Zweckbauten, unterstützte Augustus seine Machterlangung, den Machterhalt und die Absicherung seiner Nachfolge. Besonders prägnante Beispiele aus diesem Baugeschehen werden dazu im Weiteren aufgeführt.
