September 2001 islamistische Terroristen des von Osama bin Laden geführten Al Qaida-Netzwerkes mit gekaperten Personenflugzeugen einen Anschlag auf die Zwillingstürme des World Trade Centers in New York verübten, wurde der westlichen Welt mehr oder weniger schlagartig bewusst, wie verwundbar sie war und wie grausam ihre bisherige Sorglosigkeit ausgenutzt wurde. Fanatische Terrorgruppen aus dem Mittleren Osten, die sich dem heiligen Krieg gegen die "Ungläubigen" verschrieben haben, wurden von einem Tag zum anderen zu einer bis dahin kaum beachteten Bedrohung. Obwohl bei den Anschlägen am 11. September nicht unmittelbar Waffen oder Bomben eingesetzt wurden (das von den Flugzeugen getankte Kerosin löste eine gro e Explosion aus) liegt dennoch der Gedanke nahe, ob Terroristen sich atomare, biologische oder chemische Waffen beschaffen könnten, um einen noch viel todbringenden Anschlag - vielleicht auf einen europäischen Staat - durchzuführen. Kein Wunder, dass auch die Drohung von Terroristenführer Osama Bin Laden, Atomwaffen gegen die USA einzusetzen, von Militärexperten durchaus ernst genommen wurde, auch wenn sich nach allen bisherigen Erkenntnissen herausgestellt hat, das Al Qaida nie im Besitz einer solchen Waffe war. Ungeachtet dessen sind die Gefahren, die von Massenvernichtungswaffen ausgehen, in den internationalen Medien und auf politischer Ebene seit Jahren diskutiert worden. Waren es früher vor allem die hochgerüsteten Supermächte, von denen eine ABC-Bedrohung ausging, werden seit dem Ende des Kalten Krieges vor allem Anschläge von terroristischen Organisationen als akute Gefahr gesehen.
