Thomas Weller, parteiloser Quereinsteiger und ehemaliger IT-Gesch�ftsf�hrer, gewinnt mit 52,3 Prozent die OB-Wahl in Neustadt an der Linde. Er tritt an mit einem 71-Seiten-Reformplan und der �berzeugung, dass gesunder Menschenverstand reicht, um eine Verwaltung mit 3.000 Besch�ftigten zu modernisieren. Er irrt sich. Schon eine kaputte Bushaltestelle zeigt ihm das Ausma 16 Unterschriften, 9 beteiligte Stellen, gesch�tzte Reparaturdauer neun Monate. F�r ein Dach, eine Bank und einen Abfluss. Wellers Reformpl�ne prallen an einer Mauer aus H�flichkeit ab - niemand sagt Nein, aber niemand handelt. Ein kaputter Kaffeeautomat im Flur wird zum Symbol: 300 Euro Reparaturkosten, 4.000 Euro Verwaltungsaufwand f�r die Zust�ndigkeitskl�rung. Nach zehn Monaten ist Weller am Tiefpunkt. Der systemische Berater Karl Mertens stellt ihm drei Fragen, die sein Bild der Verwaltung auf den Kopf stellen: Die Probleme sind keine Fehler - sie haben Funktionen. Das System sch�tzt sich durch Fehlerfreiheit als Identit�t. Und Ver�nderung bedroht nicht Arbeitspl�tze, sondern den Selbstwert der Menschen. Die Wende beginnt klein: Eine Mitarbeiterin stellt eine Filtermaschine f�r 29 Euro in eine Teek�che. Daraus entsteht ein �mter�bergreifendes Team, das in vier Wochen mehr bewegt als Wellers Plan in zehn Monaten. Die erste Online-Meldebescheinigung geht live, der Baugenehmigungsprozess wird halbiert, Retrospektiven werden Routine. Weller lernt, dass er nicht das System �ndern muss, sondern den Raum schaffen, in dem die Menschen es selbst tun. Am Ende - nach 24 Monaten - funktioniert nicht alles. Aber die Verwaltung hat begonnen, sich selbst zu verbessern. Und der Kaffeeautomat ist immer noch kaputt. Absichtlich. Weil manche Symbole m�chtiger sind als jede Reparatur.
