So abgegriffen diese Metapher ist, so zutreffend beschreibt sie doch den Zustand der Gemeinschaft, nachdem der Verfassungsvertrag auf dem Brüsseler Gipfel im Juni 2007 nur als Torso gerettet werden konnte. 50 Jahre nach Inkrafttreten der Römischen Verträge bleibt die Bilanz des Integrationsprojektes somit ambivalent: Einerseits trägt die Vergemeinschaftung entscheidend zu Frieden und Wohlstand in Europa bei; andererseits zeigt die aktuelle Verfassungskrise, dass es in vielen grundsätzlichen Fragen kaum überbrückbare Meinungs- und Interessenunterschiede zwischen den Mitgliedsstaaten gibt, mit denen sich die Union das Leben schwer macht. Damit stellen sich alte Fragen von Neuem: Braucht es ein Europa der unterschiedlichen Geschwindigkeiten, um den Integrationsprozess weiter voranzubringen? Wie kann die Gemeinschaft als politisches Gebilde überhaupt charakterisiert werden und auf welchen Zustand sollte sie sich zubewegen? Lassen sich die Institutionen und die Politik der EU näher an die Bürger heranführen, um der verbreiteten Europaverdrossenheit zu begegnen? Gibt es eine europäische Identität, die durch Prozesse der Institutionenbildung der Gemeinschaft befördert werden kann?
