En 1941, l'Allemagne nazie se lance à l'assaut de l'Union soviétique; le Japon attaque les États-Unis. La guerre est désormais mondiale et touche tous les continents, tous les océans. La France de Vichy n'est pas un acteur principal. Elle observe les événements de l'Europe orientale et centrale. De Bucarest, de Sofia, de Budapest, d'Athènes et d'Ankara, les diplomates français suivent, pas à pas, l'évolution des relations internationales. Les Balkans demeurent une zone troublée, dans laquelle les ambitions des uns et des autres s'affrontent. En Europe orientale comme en Europe centrale, on ne peut que constater à la fois le renforcement de la présence allemande et les préparatifs d'une guerre qui opposera l'Allemagne nazie à l'Union soviétique.
En Indochine, la France est encore présente. Mais elle se heurte aux ambitions du Japon. Elle ne peut guère compter sur le concours des États-Unis et constate, de jour en jour, le déclin de son autorité. Du coup, devant cet affaiblissement à la fois inévitable depuis la signature de l'Armistice et de plus en plus perceptible, la France de Vichy tâche de resserrer ses liens avec l'Espagne franquiste et le Saint-Siège. Elle tâche de mettre en place une sorte d'alliance fondée sur les convictions religieuses et sociales. Avec des résultats inégaux et incertains. Elle aimerait maintenir vivante l'amitié franco-américaine. À Washington, pourtant, on s'inquiète d'une collaboration qui soumettrait la France à l'Allemagne. Et, de plus en plus, au fil des mois, le rapprochement avec la Grande-Bretagne devient l'objectif principal du président Franklin Roosevelt.
À vrai dire, du Proche-Orient à l'Amérique latine, les autorités de Vichy constatent que la dissidence gagne du terrain. Les Britanniques et, dans une certaine mesure, les Américains la confortent. Malgré l'échec devant Dakar, de Gaulle et la France libre occupent une place grandissante. Les ralliements succèdent aux ralliements. Tout compte fait, la France de Vichy est bien seule pour affronter ses vainqueurs qui manifestent des exigences croissantes. La collaboration l'entraîne inexorablement dans le sillage de l'Allemagne. L'année 1941 dissipe les dernières illusions.
André Kaspi est professeur émérite à la Sorbonne (Université de Paris 1-Panthéon Sorbonne). Il a publié de nombreux ouvrages sur l'histoire des états-Unis, sur l'histoire des relations internationales ainsi que sur l'histoire de la Seconde Guerre mondiale. Il a notamment mis à jour l'ouvrage de Jean-Baptiste Duroselle, Histoire des relations internationales de 1945 à nos jours (Paris, Armand Colin, 2009).
