Inhaltsangabe: Einleitung: Die öffentliche Hand sieht sich heutzutage mit einem Zuwachs an Komplexität und einer hohen Veränderungsrate bei den wahrzunehmenden Aufgaben konfrontiert. Dies erfordert eine deutliche Intensivierung des Informationsaustausches zwischen der Verwaltung und den beteiligten Akteuren. Eine Möglichkeit, dieser Forderung nachzukommen, ist die Einführung von Electronic Government (E-Government). In dieser Diplomarbeit werde ich aufzeigen, dass die öffentlichen Verwaltungen durch den Einsatz von elektronischen Kommunikationsmedien die Chance haben, Reformbemühungen zu unterstützen und zu beschleunigen. Gang der Untersuchung: Die Arbeit beginnt mit einem exemplarischen Überblick der bereits erfolgten Umsetzungen von E-Government-Lösungen auf internationaler und nationaler Ebene. Bevor nach dem ersten Einblick in die vielfältigen Anwendungsmöglichkeiten auf die einzelnen Beziehungen zwischen den Akteuren Verwaltung, Bürger, Politik und Wirtschaft eingegangen wird, werden die Rahmenbedingungen betrachtet. Hierzu zählen neben den rechtlichen Aspekten auch die Erwartungshaltungen der Akteure sowie die Besonderheiten im föderalen Deutschland. Auf die Verwaltung kommen bei der Umsetzung des E-Government Herausforderungen und Risiken zu. Diese werden - unter dem Blickwinkel des Neuen Steuerungsmodells - im vierten Kapitel anhand dreier Szenarien dargestellt. Für die strategische Ausrichtung des Modernisierungsprozesses wichtige Fragestellungen werden in Kapitel fünf aufgezeigt. Denkbare Strategien und Leitbilder, die den Entwicklungsprozess hin zur virtuellen Verwaltung begleiten, sind beispielhaft dargelegt. Im Anhang werfe ich u.a. einen Rückblick auf das Projekt „R@thaus". Der Grad der Zielerreichung wird evaluiert und die jeweiligen Änderungen werden anhand der einzelnen Arbeitspakete erörtert.
