Citizenship education calls for the education of knowledge, skills and values that help the young to become informed and responsible citizens. Various cross-national studies have been carried out since the 1990s and most of these projects focus on the policy-making processes, students and the curriculum. W. O. Lee is Head of the Centre of Citizenship Education and a Professor in the Department of Educational Policy and Administration at the Hong Kong Institute of Education. He has previously served as Dean of Foundations in Education at the Institute, and as Associate Dean of Education and Director of Comparative Education Research Centre at the University of Hong Kong. He is an internationally renowned scholar, and has published extensively in citizenship education, values and moral education and comparative education. In 2003 he received the Medal of Honour awarded by the Hong Kong government, for his contribution to citizenship education, and the Bronze Educator Award from the China Research Association of Educational Art in Beijing. Jeffrey T. Fouts is Executive Director of the Washington School Research Centre at Seattle Pacific University and is a Professor of Education at the University. He currently serves as the lead evaluator for the Bill and Melinda Gates Foundation's Educational Initiative in Washington. He has also held positions as Director of Undergraduate Studies and Certification, Director of Graduate Studies, Associate Dean and Director of Doctoral Studies in the School of Education, Seattle Pacific University. Jeffrey Fouts has published numerous research studies in professional journals, and is the author of three books on educational innovations and restructuring.
