Gesamtrahmen der Arbeit 1m Mittelpunkt der vorliegenden Arbeit stehen die Ergebnisse einer empi- rischen Erhebung uber die Fiihrungsschicht in der alten Bundesrepublik, der Mannheimer Elitestudie von 1981. Daneben werden auch die Ergeb- nisse friiherer Untersuchungen uber deutsche Eliten sowie einer Anfang 1982 durchgefiihrten Bevolkerungsumfrage berucksichtigt. Diese empiri- schen Daten dienen zugleich als Grundlage flir die Absicht, theoretische Annahmen uber die Struktur von Eliten in modernen Demokratien zu uberprufen. Eine wesentliche Grundannahme dieser Arbeit ist, daB Eliten ohne Bezug zu der Gesellschaft, deren Teil sie sind, nicht adaquat analysiert werden konnen. Dies bedingt eine theoretische Sichtweise, die weder "eliti- stisch" noch "basisdemokratisch" ist. Fur eine befriedigende Erklarung der Strukturmerkmale einer Gesellschaft, z. B. der Stabilitat demokratischer Institutionen oder der Durchsetzungschancen verschiedener gesellschaft- licher Interessen, ware daher eine Beschriinkung der Untersuchung entwe- der auf Eliten oder auf Bevolkerungsquerschnitte gleichermaBen unzuliing- lich. Datenerhebung und -analyse sowie die Niederschrift einer empirischen Arbeit nehmen immer eine geraume Zeit in Anspruch. Dies gilt in beson- derem MaBe flir eine Arbeit uber gesellschaftliche Eliten, deren Themen- spektrum notwendigerweise breit gefachert ist. Neben demographischen Merkmalen wurden in der Mannheimer Elitestudie auch Informationen uber die Karrieren, politischen Einstellungen und politis chen Aktivitaten der befragten Eliten erhoben. Eine umfassende Analyse dieser Daten erforderte die Auseinandersetzung mit einer Vielzahl theoretischer An- siitze. So erstreckten sich die Analysen zu den einzelnen Kapiteln uber einen relativ langen Zeitraum, von 1983 bis 1988.
