Sie bedürfen einer kontinuierlichen Erweiterung. Eine solche Erweiterung durch Lernen kann informell geschehen oder auch institutionalisiert in Ma nahmen der Erwachsenenbildung und der Weiterbildung. Die Angebote verschiedenster Träger sind sehr vielfältig und der Weiterbildungsmarkt ist nur schwer zu überschauen, weshalb eine angemessene Bewertung und evaluation der Ma nahmen ein schwieriges Unterfangen darstellt. Wer an dieser Stelle eine Bewertung ähnlich der TÜV-Verfahren mit festen Qualitätsstandards fordert, der wird der Vielschichtigkeit und Pluralität von Lehr- und Lernprozessen nicht gerecht. In der Erwachsenenbildung/Weiterbildung stehen Menschen in Interaktion und befinden sich in komplexen Beziehungen zu anderen Personen. Eine Evaluation von Ma nahmen der Erwachsenen- und Weiterbildung sollte diese Komplexität berücksichtigen. Eine Theorie, die sich mit der Komplexität von sozialen Systemen auseinandersetzt, ist die personale Systemtheorie. Sie wurde bereits im Rahmen von Organisationsberatung, Implemenationsforschung, Organisationsentwicklung und anderen Disziplinen rezipiert und in deren praktisches Handeln integriert. Ihr Ziel ist es, Evaluation unter systemischen Aspekten zu betrachten und Überlegungen über die praktische Umsetzung von systemischer Evaluation in der Erwachsenen- und Weiterbildung anzustellen. Zunächst werden die Grundlagen von Evaluation und personaler Systemtheorie im Kontext von Erwachsenenbildung betrachtet.
