Estudios críticos sobre historia y política es un libro clave para entender la visión española de los movimientos de independencia americanos. Juan Valera ejerció como diplomático y, entre sus muchos cargos, fue embajador de España en los Estados Unidos.
En el momento de escribir este libro vive en la etapa final de su vida y conoce a plenitud la política americana. Tras su estancia en Washington y su affaire con la hija del secretario de Estado, sabe todos los entresijo de la política de ese país.
Escribe consciente de que hay mucho en juego en las guerras de Independencia que España libraba por entonces. En Cuba y Filipinas se definía el rol que quería jugar el naciente imperio americano en el nuevo orden mundial.
Para Valera la aspiración cubana a alcanzar su soberanía es casi un asunto doméstico. Cree que en realidad se trata de un enfrentamiento fratricida. He aquí un fragmento alusivo a esta cuestión:
qué diferencia puede haber ni hubo nunca entre un español de Cuba o un español, verbigracia, de Málaga, de Loja o de Logroño? Los que alternan en España en el Poder, con turno más o menos pacífico, los Narváez, los Cánovas y los Sagastas, no pudieron ser cubanos? Qué inferioridad hemos supuesto nunca, ni por ley ni por costumbre, que exista entre un español de por acá y un español de por allá? La igualdad más perfecta entre todos los españoles de la Península y de ultramar ha sido proclamada siempre en leyes, pragmáticas, ordenanzas y decretos. Felipe II la proclamó solemnemente con palabras citadas por el mismo señor Clarence King. Si esta unidad legal existió bajo un Poder absoluto, lo mismo era para los peninsulares que para los cubanos, y estos últimos no podían pretender entonces ser más libres que nosotros. Pero no bien hubo en España una Constitución liberal, en 1812, la Asamblea que formó esta Constitución declaró, adoptando la elevada idea de Felipe II, que la nación española es el conjunto de todos los españoles de ambos hemisferios. Las libertades de que desde entonces debieron gozar los peninsulares las debieron gozar también los cubanos.
