Der Kern des Petitionswesens war dabei immer die Vertrauensbildung zwischen Staat und Bürger durch direkte Kommunikation und damit die Erhöhung der Legitimität des gesamten politischen Systems. Auch in modernen demokratischen Staaten hat das Petitionswesen davon nichts eingebü t. So beschloss der Deutsche Bundestag im Jahr 2005 eine Reform mit dem Ziel der Modernisierung des Petitionswesens in Hinblick auf die Implementation moderner elektronischen Kommunikationsmöglichkeiten. Diese Reform hatte zur Folge, dass das Petitionsangebot des Bundestags auf das Internet erweitert wurde. Petitionen können seitdem im Internet öffentlich zugänglich gemacht, mitgezeichnet und diskutiert werden. Hierdurch sollten Transparenz und eine grö ere Teilhabe durch die Bevölkerung erreicht werden. Das elektronische Petitionssystem stellt damit eine Plattform für einen gesamtgesellschaftlichen Diskurs dar, welcher gerade aus deliberativer Perspektive beachtenswert ist. Die vorliegende Arbeit ist eine Betrachtung der Auswirkungen dieser Änderungen des Petitionswesens beim Bundestag. Die Forschungsfrage lautet hierbei, ob das Reformziel einer Steigerung der Partizipation erreicht wurde. Hierfür wird zunächst eine Einführung in die verschiedenen Typen von Petitionen gegeben, sowie die historische Entwicklung des Petitionswesens in Deutschland skizziert.
