Umgekehrt wird unter Festivalisierung der Politik verstanden, dass Politik selbst nur noch als Inszenierung von Bedeutungsvollem funktioniere und seit Beginn der 1990er Jahre einen weit verbreiteten und praktizierten Typus der Stadtpolitik darstelle. In Stadt und Region finden Feste, Festivals oder Gro ereignisse en mass statt: Weltausstellungen, Olympische Spiele, Weltmeisterschaften, Kultursommer, Theater-, Musik-, Filmfestspiele, Gartenschauen bedeuten für die Stadt oder Region die Ausrichtung eines Gro projektes der besonderen Art. Politisches Motiv dafür ist seit Beginn der Deindustrialisierung in den 1970er Jahren und in Zeiten kommunaler Finanzkrise, internationaler Städtekonkurrenz sowie postmodernem Lebenswandel der "Lokomotiveffekt" Die Stadt oder Region würde bekannter; Touristen, einkommensstarke Bevölkerungsschichten und Investoren würden angezogen, die Wirtschaft angekurbelt, die Stadt um- und die Infrastruktur ausgebaut sowie die Politik wieder handlungsfähig, so die Hoffnung. Gro projekte dieser Art beeinflussen somit die Entwicklung von Stadt und Region auf besondere Weise und sind demzufolge auch Gegenstand räumlicher Planung. So wird spätestens seit den 1990er Jahren "Planung durch Projekte" en vogue: Planung konzentriert sich auf punktuelle Interventionen, die inhaltlich, räumlich und zeitlich auf ein Projekt begrenzt sind. Im Buch wird aufgezeigt, welche stadtpolischen und gesellschaftlichen Mechanismen sich hinter diesem Typus von Stadtpolitik verbergen und inwiefern diese Art Stadtpolitik kritisch für die Stadtentwicklung bewertet werden mus
