Zwischenprüfungsarbeit aus dem Jahr 2005 im Fachbereich Politik - Politisches System Deutschlands, Note: 2,0, Eberhard-Karls-Universität Tübingen (Institut für Politikwissenschaft), Sprache: Deutsch, Abstract: Aufgrund der aktuellen Diskussionen und Beschlüssen der Bundesländer und der Bundesregierung, das föderale System der Bundesrepublik neu zuordnen, habe ich dieses Thema zum Gegenstand dieser Arbeit gemacht. Bereits im 17. Jahrhundert wurde der Begriff "federalism" auf Staatsverbindungen angewandt. Die heute gängige Bedeutung von Föderalismus, wurde jedoch erst während der amerikanischen Revolution geprägt. Mit der U.S. Verfassung von 1787 wurde zum ersten mal ein föderales System real umgesetzt. Die durchaus historische Tradition der deutschen "Staatenbündnisse" einzugehen, hat sich nach dem II. Weltkrieg fortgesetzt und modernisiert. So haben die Verfassungsgeber, in Zusammenarbeit mit den Besatzungsmächten, eine bundesstaatliche Ordnung für Deutschland gewählt. Um die föderale Ordnung vor grundsätzlichen Änderungen, durch zukünftige Generationen zu schützen, wurde Art. 79 Abs.32 eingeführt. Die Mitwirkungsrechte der Länder sollten dadurch sicher gestellt werden. Allerdings haben sich im internationalen Vergleich erhebliche Defizite im Bereich Bildungswesen aufgetan. Damit stellt sich die Frage, ob die absolute Kulturhoheit der Länder für das Auseinadergleiten des Bildungswesen, innerhalb des Bundesgebietes, verantwortlich gemacht werden kann oder nicht? Deshalb soll, im Rahmen dieser Arbeit, der Frage nachgegangen werden, ob der Bund vor dem Hintergrund der Föderalismusreform mehr inhaltliche Kompetenzen im Bildungswesen erwirken kann oder nicht und sind dafür grundlegende Verfassungsänderungen notwendig?
