Dabei soll die französische Au enpolitik durch die Einbindung in internationale Organisationen hervorgehoben werden. Au erdem werden die Interessenkonstellationen der anderen Mitgliedsstaaten und ihre Bedeutung für den Konflikt-Verlauf auf dem Balkan erläutert. Folgende Fragestellung steht hierbei im Mittelpunkt: Frankreichs Mitwirkung bei der Entschärfung des Balkan-Konflikts - nur ein Element "kollektiver Unentschlossenheit"? Angesichts der drei Konfliktphasen dominieren bestimmte Organisationen im zeitlichen Kontext. Ihre Ziele haben sie mit sehr ambivalenten Ergebnissen durchgesetzt.. Ich beginne mit dem geschichtlichen Überblick über die Entwicklung des ehemaligen Jugoslawiens. Demgegenüber stelle ich die Au enpolitik Frankreichs vor, unter Einbeziehung der theoretischen Konzeption des Intergouvernementalismus nach Keohane und der nationalen Zielstellungen. Dabei versuche ich den Erfolg der verschiedenen Mittel hervorzuheben, die während der Konflikt-Phasen sowohl von Frankreich als auch von internationalen Organisationen eingesetzt wurden. In meinem Fazit gehe ich näher auf eine Bewertung sowohl des Verhaltens internationaler Organisationen als auch Frankreichs ein. Aufgrund der Komplexität des Balkan-Konflikts beschränkt sich diese Hausarbeit geografisch nur auf folgende Länder: Bosnien-Herzegowina, Kroatien, Serbien und Montenegro sowie den Kosovo als ein teilautonomes Gebiet Serbiens. Slowenien wird nur im geschichtlichen Abspann eine kurze Rolle spielen, da das Land relativ früh und unproblematisch seine Unabhängigkeit deklariert hat und aus dem Staatenbund ausgetreten ist, so dass es für den weiteren Konflikt-Verlauf eine eher untergeordnete Rolle spielt.
