“The book Globalization and Market Outcomes: Strategic Evidences” traces the trajectory of reforms in India across the span of about two and a half decades cutting across the regimes of total control, partial decontrol and total decontrol, employing the mainline Structure-Conduct-Performance (S-C-P) framework. Using the magnificent canvas offered by the Indian cement industry, the book examines the empirical evidences of the linkages between liberalization and industry performance through the behaviour of price- cost margins. The study for the first time employed the Extended S-C-P Model in examining the simultaneity of relationships not only how structure influences performance but also how the industry performance has impacted upon structure via new investment. Many of the findings of the study, especially the role technology, scale economies, mergers and acquisitions, emerging trends towards cartels and the need for a powerful regulatory framework, are of much topical relevance. The rigorous analysis, models used and the findings that are straight, logical and lucid make the work equally acceptable to researchers as well as the common man interested in development issues.

V. Kurien Baby, IAS is District Collector, Thrissur, Kerala. He is a postgraduate in economics from the University of Kerala, with a diploma in management and a PhD in economics. He has specialization in Project Management from IIM, Ahmedabad, and Environmental Economics and Development Policy from the World Bank Institute (WBI), Washington, USA. He has rich and varied experience in development planning and policy analysis, SME financing, revenue administration, public sector management and managing World Bank and ADB assisted projects. He has undertaken extensive national and international assignments with the UNDP, World Bank, European Commission, JBIC and other donor agencies in water and sanitation, resource management, fiscal reforms and development frameworks. Having a number of published articles to his credit, he has also co-authored the work “Perspective Plan for Kerala Forests 2025 AD.”
