Der Klimawandel gilt als eine der grö ten Herausforderungen für die Menschheit im 21. Jahrhundert. Die Klimaveränderung ist Realität: Nach Schätzungen der Vereinten Nationen dürften bis zum Jahr 2100 die Temperaturen weltweit gegenüber 1990 um 1,4 bis 5,8 C steigen. Anerkannt wurde das durch den Weltklimagipfel der Vereinten Nationen 1992 in Rio de Janeiro. Aus der daraus gegründeten Klimarahmenkonvention ging das Kyoto-Protokoll hervor, welches eine gemeinsame Emissionsreduktion forciert. Auf der UN-Klimakonferenz in Lima sollte ein umfassendes Klimaschutzabkommen vorbereitet werden, die Verhandlungen erbrachten jedoch keine greifbaren Ergebnisse. Die Staaten einigten sich lediglich auf einen Fahrplan für ein neues Klimaabkommen, das 2015 in Paris abgeschlossen werden und 2020 in Kraft treten soll. Darüber hinaus gibt es EU-interne Initiativen zur Emissionsreduktion, wie das Klima- und Energiepaket der Europäischen Union innerhalb der Strategie Europa 2020. Das konkrete Vorgehen im internationalen Kampf gegen den Klimawandel ist eine der grö ten globalpolitische Herausforderung der nahen Zukunft, und die Europäische Union hat den Kampf gegen den Klimawandel zu einer ihrer Prioritäten gemacht. Die zentrale Frage mit der sich diese Studie beschäftigt ist, in wieweit die Europäische Klimapolitik die internationale Klimapolitik beeinflusst. Die Arbeit stellt zunächst die Geschichte der Klimapolitik bis zum heutigen Tag dar und geht anschlie end der Frage nach, ob die Anstrengungen der Vergangenheit den gewünschten Erfolg brachten, und in wieweit neue politische Ansätze geplant sind. Dabei ist zu diskutieren, welche politischen Erfolge die agierenden Gremien bereits erzielt haben, und wie effizient diese Gremien arbeiten können. Durch die schwachen Ergebnisse der letzten UN Konferenz in Lima stellt sich weiterhin die Frage, inwiefern Macht und Entscheidungskompetenzen der agierenden Player zu hinterfragen sind. Bernhard Nöbauer, M.Sc., wurde 1977 in Braunau am Inn geboren und lebt mit seiner Familie in Lochen am Mattsee. Nach seiner Ausbildung zum Agraringenieur und Landwirtschaftslehrer beschäftigte er sich bereits mit dem Klimawandel, zuerst im naturwissenschaftlichen Bereich und nach dem Studium der Politischen Bildung auch im politikwissenschaftlichen Kontext.
