Bei dieser au erökonomischen Begründung wird davon ausgegangen, dass der marktwirtschaftliche Allokationsmechanismus prinzipiell funktioniert, man aber ein räumlich wirksames, verteilungspolitisches Korrektiv benötigt. Die Regionalpolitik stellt ein solches Korrektiv dar. Au er dieser Begründung gibt es noch viele weitere Argumente, warum eine Regionalpolitik unerlässlich erscheint. Zur Sicherung eines langfristigen Wachstums einer Region, muss diese sich an immer wieder veränderte Rahmenbedingungen anpassen. Es ist daher erforderlich eine Politik zu betreiben, die Strategien entwickelt mit deren Hilfe eine Region überlebensfähig und für Unternehmen und Menschen attraktiv bleibt. Diese Politik sollte die wirtschaftlichen Prozesse einer Region so beeinflussen, dass die Regionen das Beste aus ihrer Lage herausholen können. Die Regionalpolitik stellt eine solche Politik dar, wobei hier wirtschaftliche Prozesse durch die öffentliche Hand beeinflusst werden. Regionalpolitik befasst sich also mit der räumlichen Gestaltung. Sie versucht die Aufgabe der Raumordnung mit der ihr zur Verfügung stehenden Mitteln zu lösen. Die Regionalpolitik ist also der "Arm" der Raumordnung. Das Ziel der Betrachtungen ist es, dem Leser zum einen die Grundlagen einer Regionalpolitik näher zu bringen, und zum anderen mögliche Strategien aufzuzeigen, die eine Regionalpolitik anwenden kann. Des Weiteren ist das Ziel dieser Arbeit, die Praxis der Regionalpolitik zu verdeutlichen.
