In noch viel stiirkerem MaBe sind aber die folgen- Oichweren Eingriffe in das naturliche Regime der FluB: systeme zu be- achten, welche durch die in Ausfuhrung begriffene systematische Wasserkraftnutzung eingeleitet werden. Es besteht die Gefahr, wenn nicht die fachlich verantwortlichen staatlichen Organe rechtzeitig ein- greifen, daB eine Wiederholung von Fehlschlagen sich einstellen wurde, wie sie die einstige naturwidrige Bauweise verursacht hat. Aus allen diesen Grunden ist es daher notwendig, den FluBbau nicht nur von der rein praktischen Seite zu behandeln, sondern soweit als maglich durch fluBmorphologische Erwiigungen und darauf basierende Projektierungs- grundsiitze zu sWtzen. Diese Erwagungen haben die Veranlassung gegeben, die grundsatz- lichen Fragen del' FluBmorphologie zusammenfassend yor dem eigent- lichen FluBbau zu behandeln. In beiden Teilen des Buches, in der FluB- morphologie und im FluBbau, ist eine knappe, aber iibersichtliche Dar- stellungsweise angestrebt worden, um den jiingeren Ingenieurgenerationen, und an diese richtet sich diese Veraffentlichung in en;ter Linie, die "Empfindlichkeit" einet> FIllBorganisllllls und damit die GroBe der Ver- antwortung, die ein FluBbauingenieur bei: einen Arbeiten zu tmgen hat, in moglichst eindringlicher Weise vor Augen zu flihren.
