About The Book

Es war mir eine gro e Freude, auf Anregung von Herrn Prof. Dr. Dr. h. c. Gutenberg für das von ihm herausgegebene Werk "Die Wirtschaftswissen- schaften" einen Band "Grundzüge der Verkehrspolitik" beizutragen, auch wenn ich schon bald erkennen mu te, da es erhebliche Schwierigkeiten machen würde, das Thema in der gebotenen räumlichen Beschränkung abzu- handeln. Der Zwang, manche Gedanken nur andeutungsweise aufzeigen zu können, viele Überlegungen aber ganz unterdrücken zu müssen, stellte mich dabei oft genug vor schwierige Entscheidungen. Die Verkehrspolitik als praktische Aufgabe ist heute ein besonders beliebter Tummelplatz für Interessenstandpunkte. Der Verkehrspolitik als national- ökonomischer Disziplin fällt es daher um so mehr zu, die allgemeingültigen Grundsätze zu erarbeiten und die unabweisbaren Tatsachen aufzuzeigen, an denen letztlich auch die Interessenten nicht vorbeikommen. Der hier gemachte Versuch mu angesichts des weitverzweigten Gegenstandes und der Kom- plexität und Vielgestaltigkeit der anstehenden Ordnungsprobleme unvoll- ständig bleiben. Ich habe es für richtig gehalten, auch bei den grundsätzlichen Überlegungen nicht zu weit von der praktisch-realen Substanz der Dinge zu abstrahieren und besonders auf der dem Verkehrsgeschehen innewohnenden Dynamik aufzubauen. Damit vermischen sich modellanalytische und histori- sche Erkenntnismittel, je nachdem, ob quantitative Tatbestände, ökonomische Rechengrö en, für die Verkehrspolitik bedeutsam sind, oder ob das Erschei- nungsbild des Strukturellen vom Verkehrspolitiker zu berücksichtigen ist. Seit Jahren habe ich mich in der verkehrspolitischen Diskussion immer wie- der zum Wort gemeldet, und ich glaube, auch heute zur Entwicklung der Dinge etwas zu sagen zu haben.
