Die jeweilige Schadensverteilung ergibt sich in Ab- hangigkeit von den spezieUen klimatischen, geographischen und meteoro- logischen VerhaItnissen. Der Fall des Sauren Regens in den europaischen Staaten steUt daher ein Paradebeispiel fUr das Auftreten von regional rezi- proken externen Umwelteffekten dar. In den 70er Jahren setzte sich die Erkenntnis durch, daB eine okologisch wirksame und okonomisch effiziente Strategie zur Bekampfung des Sauren Regens ein international koordiniertes umweltpolitisches Vorgehen erfor- dert. Ein erster Schritt in Richtung auf eine europaweite Kooperation steUt die Unterzeichnung des Ubereinkommens tiber weitdiumige grenztiber- schreitende Luftverunreinigungen (Genfer Luftreinhaltetibereinkommen) der Economic Commission for Europe der Vereinten N ationen (ECE) von 1979 dar. Mitte der 80er Jahre wurde zu dessen inhaltlicher Konkretisierung das Helsinki-ProtokoU vereinbart, das inzwischen mit Erfolg in allen Vertrags- staaten umgesetzt werden konnte.
