Inhaltsangabe: Gang der Untersuchung: Die vorliegende Arbeit zur "Herkunft und Verbreitung des Neuen Steuerungsmodells in der deutschen Kommunalverwaltung" ist in drei Hauptkapitel unterteilt. Zunächst wird die Genese des Neuen Steuerungsmodells vor dem Hintergrund der internationalen New Public Management-Debatte analysiert. Eine ma gebliche Rolle bei der Rezeption dieses Gedankengutes spielte die Kommunale Gemeinschaftsstelle (KGSt), deren Arbeitsweise und Organisation in Bezug auf den Konzept-Entwicklungsproze untersucht wird. Anschlie end werden ausgewählte Bausteine des Neuen Steuerungsmodells einer kritischen Analyse unterzogen. Im folgenden Kapitel wird wissenschaftssoziologisch der Frage nachgegangen, wie das Neue Steuerungsmodell in der deutschen Kommunalverwaltung Verbreitung fand: Es zeigt sich, da es ihrem (ehemaligen) Vorsitzenden, Gerhard Banner, gelang, neue Reformkoalitionen zu "schmieden" und im Zeichen der neuen, betriebswirtschaftlich-managerialen Ausrichtung einen spezifischen Markt (bzw. Arena) geschaffen zu haben, auf dem sich zunehmend mehr Akteure "tummeln", wie z.B. die Bertelsmann-Stiftung, neue Fachzeitschriften, Verlage, Professoren, die Hochschule Speyer und insbesondere Consultant-Unternehmen. Die Ziele und Strategien dieser Akteure werden dabei kritisch analysiert. Zur Klärung, welche Konzeptelemente bei deutschen Kommunalverwaltungs-Reformen tatsächlich und aus welchen Gründen zur Anwendung gelangen, wird daraufhin eine Sekundäranalyse mehrerer aktueller Umfragen durchgeführt und tabellarisch dargestellt. Unter Bezugnahme auf diese Aggregatdaten wird im abschlie enden Kapitel anhand dreier Fallstudien empirisch analysiert, wie das Neue Steuerungsmodell in der Praxis diskutiert und umgesetzt wird. Am Beispiel Berlins, Nürnbergs und Bambergs wird gezeigt, welche Veränderungen festzustellen sind und wie diese zu beurteilen sind.
