Higher Education in India: Its Position and Claims by Sir Raymond West explores the state of higher education in colonial India during the late 19th century. West critically examines the challenges faced by Indian institutions of higher learning under British rule, highlighting the limitations imposed by the colonial system. He discusses the role of British institutions in India, the need for educational reforms, and the potential for Indian universities to better serve the needs of the local population. West advocates for the expansion and improvement of higher education, emphasizing its importance in fostering intellectual growth and national progress in India.

Sir Raymond West (1832–1912) was an Irish-born barrister, judge, and scholar with a distinguished career in British India. After studying at King's Inns in Dublin, he became a Puisne Judge of the High Court of Bombay (1873–1887) and held various influential roles, including President of the Bombay Branch of the Royal Asiatic Society and Vice Chancellor of the University of Bombay. West also served as Procureur-General in Egypt (1884) and was a member of the Government of Bombay (1887–1892). In recognition of his contributions, he was knighted with the KCIE in 1888. He also lectured on Indian law at Cambridge University.
