(GRETSCHEL 2008, S.1) Besonders die Augusthochwasser 2002 in Mitteleuropa, die insgesamt 21,2 Mrd. Schäden nach sich zogen und 37 Todesopfer forderten (MÜNCHENER RÜCK 2003, aktualisiert), haben erneut deutlich gemacht, in welchem Ma e unsere hochtechnisierte und hochorganisierte Gesellschaft anfällig gegen extreme Naturgefahren ist. (DKKV 2003, S.8) Aufgrund dieser Ereignisse wurde sowohl in der öffentlichen Verwaltung als auch in der Bevölkerung deutlich, dass kein hundertprozentiger Hochwasserschutz hinter Deichen besteht und möglich ist, wie es all die Jahre zuvor kommuniziert wurde. Seit ein paar Jahren ändert sich der Umgang mit Hochwasser und seinen Gefahren in gesellschaftspolitischer Hinsicht. Es vollzieht sich ein Paradigmenwechsel von der Sicherheitsgesellschaft hin zu einer Risikogesellschaft (GRETSCHEL 2008, S.5), auf den in dieser Arbeit aber nur kurz eingegangen werden soll, denn vordergründig wird nach einer kurzen Erläuterung von Hochwasser der Begriff "Hochwassermanagement" definiert und genauer erläutert. Dabei findet eine Unterteilung in Hochwasserflächenmanagement, Hochwasserrisiko-management und Hochwasserkatatstrophenmanagement statt. Schlie lich erfolgt ein Vergleich zwischen dem Hochwassermanagement und dem Hochwasserrisikomanagement, bevor das Fazit abschlie end grobe Vorschläge für ein verbessertes Hochwassermanagement liefert.
