Dopo la sosta forzata legata all'emergenza pandemica, sono ripresi i concorsi pubblici con le nuove e più celeri modalità nate dall'esperienza di questi ultimi anni e introdotte, in particolare, dall'articolo 10 L n 76 del 28/05/2021 di conversione del DL n 44 del 01/04/2021. Tra gli Enti interessati ad effettuare nuove assunzioni l'INPS che indirà diverse selezioni pubbliche, per il reclutamento di unità di personale tali da soddisfare i piani di fabbisogno relativi agli anni 2022-2024, nei quali sono previste assunzioni di migliaia di nuovi dipendenti tra diplomati e laureati entro il 2024. Le assunzioni arriveranno nel corso dei prossimi due anni fino a tredicimila unità, reclutate perlopiù attraverso concorsi pubblici. I numeri sono rimasti pressoché invariati anche nell'ultimo aggiornamento del piano di fabbisogno pubblicato a dicembre 2022.
Il Manuale, che contiene le metrie comuni a tutti i profili ricercati, aggiornato alle riforme Cartabia e Nordio, mira dritto agli argomenti che più frequentemente vengono richiesti ai candidati in ogni sede concorsuale: si tracceranno, nelle prime sezioni, le basi fondamentali del pensiero giuridico, con attenzione al diritto costituzionale, al diritto civile ed amministrativo con la normativa relativa al diritto di accesso agli atti pubblici, alla trasparenza amministrativa, alla normativa anticorruzione ed uno sguardo agli appalti della pubblica amministrazione con il varo del nuovo Codice dei contratti pubblici; al diritto del lavoro, nello specifico del lavoro "pubblico", alla legislazione sociale e ai sistemi di previdenza ed assistenza sociale collegati al mercato del lavoro, e al diritto penale, nella parte relativa ai reati contro la P.A.. Nelle sezioni successive, spazio ai principi di scienza delle finanze, alle basi dell'economia del lavoro, alla gestione contabile dello Stato, alla contabilità, l'organizzazione e la gestione aziendale, alla normativa a tutela della privacy, alle nozioni scolastiche della lingua inglese e ai principi base dell'informatica. Ogni sezione è naturalmente aggiornata ai più recenti dettati normativi.
