Madan Prasad Bezbaruah, born on 1st December 1941 at Guwahati (Assam) is retired IAS officer of 1964 batch of the Assam Meghalaya cadre. During his service career he held many important assignments both in the Government of India. He was Secretary in the Government of Assam in the Departments of Education Health, Industries and finance and Chairman of the Assam State Electricity board. He was the Home Secretary of Assam from January 1986 to August 1990. Before taking up his present assignment as Secretary in the Ministry of Tourism, Government of India, he served as Principal Advisor in the Planning Commission of India. During 199094, he was Minister (Economic) in the High Commission of India, London. In this assignment he was closely involved in the formation of the 'IndoBritish Partnership'. He was also a shortterm Consultant to the National Development Planning Commission of Ghana. Mr. Bezbaruah has written a number of literary articles in vernacular magazines as also articles on popular economic topics in the regional English newspapers. He has contributed articles/reviews to Contemporary South Asia, Oxford; and Economic and Political Weekly, Mumbai. His essay on Cultural Subnationalism in India's NorthEast' has been included in the book 'subnational Movements in South Asia' edited by Dr. Subrata Guha and R. Alison Levis (West view Press). He secured a first class Masters degree in Economics from the Delhi School of Economics and obtained the Master of Public Administration (MPA) degree from Harvard University USA.
