Kernelement des Neorealismus ist, dass von einem anarchischen internationalen System ausgegangen wird, in welchem keine alle Akteure auf sich allein gestellt sind. Als Akteure werden im Neorealismus Staaten definiert, welche funktionsgleich aber nicht gleichwertig sind. Sie teilen ein gemeinsames Ziel: Trotz einer ungleichen Verteilung der Machtressourcen haben alle Akteure zum Ziel, im Rahmen ihrer Mittel, die eigene Sicherheit und damit das eigene Überleben zu garantieren. Macht ist wie im klassischen Realismus auch im Neorealismus ein wichtiger Einflussfaktor. Im Neorealismus jedoch wird Macht nicht um ihrer selbst willen akkumuliert, sondern zur Durchsetzung von Interessen, die dem Überleben und der eigenen Sicherheit zuträglich sind. Ein weiterer Unterschied zum klassischen Realismus besteht darin, dass anthropomorphisierte Staaten nicht durch Eigenschaften wie Machtgier und Egoismus getrieben werden, sondern ihr Handeln rational ist und durch den anarchischen Zwang des Systems gelenkt wird.
