In diesem Ausspruch des israelischen Ministerpräsidenten kommt zum Ausdruck, worüber schon seit Jahrzenten debattiert wird - die Schaffung eines souveränen Staates Palästina im Gebiet der südlichen Levante. Diese Zwei-Staaten-Lösung gilt weithin als einziges Mittel zur Beilegung des Nahostkonflikts, weshalb sich sowohl Israel als auch die Palästinenser um dieses Ziel bemühen. Jedoch stehen diesem Bestreben nicht nur strategische sondern auch religiös-historische Interessen auf beiden Seiten im Weg, für die bisher noch keine Lösung gefunden werden konnte. Hierfür seien die Verteilung der knappen Wasserressourcen und die Zukunft der 'Heiligen Stadt' Jerusalem nur als zwei Beispiele genannt. Beschäftigt man sich mit dem Prozess der Eigenstaatlichkeit der Palästinenser, so drängt sich die Frage auf, ab wann überhaupt von einem souveränen Staat Palästina gesprochen werden kann. Welche Voraussetzungen müssen dafür erfüllt sein und sind diese eventuell schon de facto gegeben, allerdings noch nicht von der gesamten Weltgemeinschaft anerkannt? Diese Erwägungen führen zur eigentlichen Frage dieser Arbeit hin: Gibt es einen Palästinenserstaat? Zur Beantwortung dieser Themenstellung werden im ersten Kapitel zunächst die allgemeinen Kriterien für einen Staat erörtert und diese dann auf das 'Gebilde Palästina' angewendet, um zu prüfen, inwieweit Palästina die Voraussetzungen für einen Staat erfüllt und welche Probleme gegebenenfalls bestehen.
