In der Arbeit werden die zwei fundamentalen ethischen Theorien zu staatlicher Manipulation aufgezeigt, um diese Frage zu diskutieren. Der Gegenstand der Analyse ist die liberale Demokratie. Nach der Definition des Begriffs Manipulation wird der Autor den ethischen Kontext der Definition erörtern, um anschlie end die sich dichotom gegenüberstehenden Ansichten der Deontologen und der Konsequentialisten darzustellen. Zur Lösung des Konflikts wird die Tugendethik einer genaueren Betrachtung unterzogen. Das von Richard Thaler und Cass Sunstein entwickelte Prinzip des "Nudging" soll nach der Überprüfung der Vokabel die Theorie mit der Praxis verbinden und einen Minimalkonsens zwischen den Deontologen und den Utilitaristen herstellen. Ziel der Arbeit wird sein, ein Minimum an staatlicher Manipulation am Volke zu rechtfertigen und als einen ethisch vertretbaren Akt darzustellen. Man muss nicht Alfred Huxleys "Schöne neue Welt" oder George Orwells "1984" gelesen haben, um staatliche Manipulation als ein Risiko für die Freiheit der Menschen, wenn nicht sogar für die Menschheit per se zu halten. Nicht nur in totalitären Diktaturen wie Nordkorea oder diktatorischen Regimen wie der DDR liegt und lag "Staatliche Realitätskontrolle", an der Tagesordnung. Auch in der Demokratie wird absichtlich manipuliert und so aktiv in die Entscheidungsfreiheit des Bürgers eingegriffen.
