Dadurch will man zu Be- wertungszahlen der Zukunftssieherung auch in industrialisierten Gesell- schaften gelangen. Nach dies em Bewertungsvorschlag des UNICEF-Be- richts muB man zu der Feststellung gelangen, daB die Bundesrepublik Deutschland mit ihren Leistungen fUr Kinder und Familien am untersten Ende der Rangskala aller westlichen Industrielander liegt. UNICEF stellt fest, daB das Wohlergehen von Kindem nieht vom Reiehtum und dem Know-how abhangt, "sondem vom politis chen Willen zum Aufbau einer kinderfreundlichen Welt. " In der Bundesrepublik werden die Leistungen der Familie notfalls mit er- heblichem moralischen und gesellschaftlichen Druck eingefordert. Es gibt zwar eine Stiftung fUr das ungeborene Leben, aber die materielle Grundsi- cherung fUr die erste Zeit der Kindererziehung ist ungeniigend, genauso wie eine leistungsgerechte Anrechnung von Rentenausfallzeiten fUr Eltem, die sich der Kinderbetreuung und Familienversorgungsarbeit widmen, fehlt. Aber es fehlt auch an einer bedarfs- und bediirfnisgerechten Versorgung mit Wohnraum fUr Familien. Wohnraum fUr Eltem und Kinder ist nieht nur in quantitativer, sondem auch in qualitativer Sieht unzureiehend. So ist es nur konsequent, daB sieh der Deutsche Kinderschutzbund seit seinem Bestehen fUr eine ausreiehende Versorgung der Familien mit Wohnraum einsetzt.
