Seit es jedoch 1975 von der europäischen Gemeinschaft beschlossen wurde, dass alle Mitgliedstaaten so genannte Armutsberichte erstellen sollen, ist man von der früheren Meinung zurückgewichen und hat ein "Armutsproblem" auch in den westlichen Industrieländern wahrgenommen. Auch wenn Deutschland ein "reiches" Land ist und der Wohlstand für jedermann sichtbar ist, so leben auch etliche Menschen in Armut. Immer höher wird der Anteil an Menschen in der Bevölkerung, die dauerhaft oder zeitweise auf "laufende Hilfe zum Lebensunterhalt" angewiesen sind. In den letzten 15 Jahren hat sich die Zahl der Bedürftigen verdreifacht. [...] Galten bis in die 80er Jahre vor allem ältere Menschen aufgrund ihrer unzureichenden Rentenversorgung als arm, so sind es heute vor allem Kinder- und Jugendliche. Immer mehr Minderjährige in der Bundesrepublik Deutschland wachsen in Armutslagen auf. Heutzutage sind es insgesamt 1,5 Millionen, die auf Sozialhilfe, Sozialgeld nach SGBII oder Kinderzuschläge auf Sozialhilfeniveau angewiesen sind ohne Berücksichtigung der Dunkelziffer. Seit einigen Jahren sprechen daher die Wissenschaftler von der "Infantilisierung" der Armut, da Kinder und Jugendliche die Altergruppe bilden, die am häufigsten und stärksten von Armut betroffen sind. Das Kindesalter als Entwicklungsstufe eines jeden Menschen, ist in Deutschland durch sehr gravierende Unterschiede in den Lebensbedingungen gekennzeichnet, so dass sich mittlerweile eine Kluft zwischen steigendem Wohlstand und wachsender Armut gebildet hat, vor allem auch durch die Arbeitslosigkeit der Eltern.
