Verhalten, Note: 1,7, Katholische Universit�t Eichst�tt-Ingolstadt, Veranstaltung: Soziale Kontrolle in der Moderne, Sprache: Deutsch, Abstract: Dem Otto-Normal-B�rger wird es, wenn er den Begriff 'Kommunale Kriminalpr�vention' h�rt zun�chst erst einmal so gehen, wie es auch mir ergangen ist. Es verbirgt sich hinter diesem Begriff keine konkrete Vorstellung von der praktischen Umsetzung. Jeder von uns hat zwar eine ungef�hre Vorstellung von Kriminalpr�vention als Bestrafung von Norm�berschreitern durch, von harten Strafen im Allgemeinen und die dadurch m�gliche abschreckende Wirkung auf andere Tatgef�hrdete. Oder die (lebenslange) Freiheitsstrafe zum Schutze der Allgemeinheit. Dies sind Formen der Kriminalit�tsbek�mpfung, welche uns beinahe t�glich �ber Nachrichten in verschiedenen Medien n�her gebracht werden. Hierbei bleibt das kleine W�rtchen "kommunal" zumeist au er Acht, nicht zuletzt unter R�ckbesinnung auf das Gewalt- und Kontrollmonopol des Staates und der damit verbundenen Meinung: "F�r meine Sicherheit ist doch die Polizei zust�ndig!". Freilich ist es auch kommunal so, dass Polizeibeamte auf Streife die �ffentliche Ordnung repr�sentieren und auch sch�tzen. Kommunale Kriminalpr�vention setzt jedoch - zumindest teilweise - vor dem Eingreifen der Polizei ein, indem sie Probleme, die in das Arbeitsfeld der Polizei fallen, a priori durch Bek�mpfung der Ursachen f�r �ffentliche Unordnung und Kriminalit�t zu verhindern versucht. In diesem Zusammenhang spielt auch die Bev�lkerung, sowohl als potenzieller T�ter und als potenzielles Opfer, eine entscheidende Rolle als Adressat von pr�ventiven Ma nahmen. Bei kommunaler Kriminalpr�vention geht es somit zwar durchaus um die Rolle und vor allem das Erscheinungs- und Wirkungsbild von Polizei als Sicherheitsorgan, aber auch in besonderer Weise um M�glichkeiten Sicherheit ohne den Einsatz von Polizeistreifen zu vermitteln und zu schaffen.
