Nein, hie es noch in den ersten Jahrzehnten der Bundesrepublik: Um Politik geht es hier nicht, sondern um Selbstverwal- tung, wie auch das Grundgesetz im Art. 28 formuliert. Politik sei nur die "Gro e" in Bonn und in der Welt da drau en. In Städten und Gemeinden gab es deshalb bis in die sechziger Jahre häufig gro e Koalitionen und teilweise bis heute eine proportionale Beteiligung auch der gro en Oppositionsparteien an Dezernenten- und Beigeordnetenposten. Seit den siebziger Jahren ist eine drastische Politisierung der Kommunalpo- litik eingetreten - und das im doppelten Sinne: Das Bewu tsein ist gewachsen, da gerade vor Ort grundlegende politische Entscheidungen über die Lebens- umstände der Bürgerinnen und Bürger getroffen werden; und dem hat sich auch die Politikwissenschaft verstärkt durch eine Intensivierung kommunalpolitischer Forschung, insbesondere seit den siebziger und achtziger Jahren, angeschlossen. Von diesem wissenschaftlichen Boom zeugt auch dieser Band. Ausführlich werden zunächst die Entwicklung, die Grundbegriffe, die Grundprobleme und die Perspektiven der kommunalpolitischen Forschung im ersten Teil einführend erörtert. Systematisch werden anschlie end zwei zentrale Dimensionen der Kommunalpolitik untersucht: Die institutionelle Form der Gemeindeverfassung an hand der Entwicklung in Nordrhein-Westfalen und den neuen Bundesländern sowie die organisatorische Reorganisation der Gemeindepolitik anhand einiger Reformmodelle und ihrer Praxis. Schlie lich wird die Kommunalpolitik in Ost- deutschland als ein paradigmatisches Element der neuerdings sog. "Transitions- forschung" beleuchtet.
