Es war natürlich ein langer Weg von den Anfängen des Rundfunks bis zur heutigen Zeit, in denen die Möglichkeiten, die der Rundfunk bietet, immer mehr perfektioniert wurden. Auch wurden diese Möglichkeiten unterschiedlich genutzt; denn der Rundfunk diente nicht nur der Unterhaltung und der Information, sondern wurde ebenfalls als einflussreiches Propagandamittel missbraucht. Noch heute ist das Verwendungsspektrum des Rundfunks immens und als Medium, das eine aktuelle und zeitlich adäquate Nachrichtenübermittlung ermöglicht, nicht mehr wegzudenken. Um aber eine sinnvolle und rechtmä ige Verwendung des Rundfunks zu gewährleisten, sind Gesetze und Regelungen von Seiten des Staates notwendig. Nur eine geregelte Rundfunkpolitik sichert den korrekten Umgang mit diesem bedeutenden Medium. Hervorzuheben ist, dass im Folgenden insbesondere auf das Medium "Fernsehen" eingegangen werden und dessen Entwicklung von der Besatzungszeit bis hin zur Wiedervereinigung Deutschlands dargestellt werden soll. Daraus ergeben sich die rechtlichen Grundlagen, auf denen der Rundfunk in Deutschland heute basiert. Die vorliegende Studie setzt sich zum Ziel, zunächst die Anfänge des Rundfunks darzustellen und dabei auf die Errichtung des öffentlich-rechtlichen Rundfunks näher einzugehen. Darüber hinaus soll auch auf die Errichtung des Privaten Rundfunks eingegangen und im Zuge dessen das duale Rundfunksystem erörtert werden. In diesem Zusammenhang soll ebenfalls die Entwicklung des Rundfunks in den neuen Bundesländern Erwähnung finden.
