Die Verwaltungskräfte rekrutieren sich aus Bereichen der Landesverwaltung, in denen durch die Verwaltungsstrukturreform die bisherigen Aufgaben weggefallen sind. Die Untersuchung soll feststellen, wie sich die Verwaltungsbeschäftigten durch diesen Veränderungsprozess in ihren persönlichen Kompetenzen entwickelt haben und wie sie sich in dem neuen Umfeld positioniert haben. Für die Bildung eines Aufgaben- und Anforderungsprofils zur späteren Stellenbewertung werden Informationen über gegenwärtig bzw. zukünftig zu erledigende Aufgaben in einer Doppelbefragung von Schulleitungen und Verwaltungsbeschäftigten erhoben. Die Untersuchung zeigt, dass eine Kompetenzentwicklung nur in den Bereichen festzustellen ist, die für die Betroffenen eine Herausforderung darstellen. Die Beschäftigten haben ihre Position zwischen Schulleitungen, Lehrern und Schulsekretärinnen noch nicht gefunden. Der Autor wurde 1956 in Gelsenkirchen geboren und besuchte dort das Grillo- und Carl-Friedrich-Gauß-Gymnasium. Er absolvierte zunächst eine Verwaltungsausbildung in der Landesverwaltung NRW und studierte dann Verwaltungsrecht an der Fachhochschule für öffentliche Verwaltung in Gelsenkirchen und im Zweitstudium Rechtswissenschaft an der FernUniversität Hagen. Später studierte er an der University of Applied Sciences Dortmund Betriebswirtschaft, das er wie das vorangegangene Studium mit dem Diplom abschloss. Schließlich studierte er am Institut für Arbeitswissenschaft der Ruhr-Universität Bochum Arbeits- und Organisationswissenschaft, und schloss das Studium als Master of Organizational Management mit der Bestnote ab. Aktuell arbeitet er wissenschaftlich an der Andrassy Universität Budapest. Er ist Autor zahltreicher Fach- und Sachbücher und ist seit mehreren Jahren selbständiger Verleger.
