(Grieswelle 2002, S. 38) Der Altenquotient, der das Verhältnis der Personen im Rentenalter zu Personen im erwerbsfähigen Alter angibt, steigt sogar von 17,9 % im Jahre 1960 auf 56,2 % im Jahre 2040 an, weist also einen drastischen Anstieg aus. (Grieswelle 2002, S. 38) Diesem Sachverhalt kann allerdings entgegenhalten werden, dass die Festlegung der dem Altenquotienten zugrundeliegenden Parameter wie z.B. die angenommene Entwicklung von Lebenserwartung und Geburtenrate oder auch die Definition des Erwerbsalters je nach Intention variabel sind und die Intervalle für diese Parameter so festgelegt werden können, dass ein ganz bestimmtes - durch die Wahl geeigneter Intervalle unter Umständen absichtlich herbeigeführtes - Ergebnis für den Altenquotienten dabei herauskommt. So wird der Altenquotient in der Politik häufig als Instrument verwendet, um die sozialen Sicherungssysteme in Frage zu stellen. (Reuter 2004, S. 1, ff.) Au erdem berücksichtigt der Altenquotient weder den Produktivitätsfortschritt noch die Tatsache, dass das Erwerbspersonenpotential nicht gleichzusetzen ist mit der Anzahl der Menschen, die tatsächlich erwerbstätig sind. (Reuter 2004, S. 3) Andererseits ist die Anzahl der Erwerbstätigen natürlich immer abhängig von der Grö e des Erwerbspersonenpotentials, da sie immer nur einen Teil dieses Potentials ausmachen kann. Besorgniserregend mag daher für manchen die Information sein, dass das Institut für Arbeitsmarkt- und Berufsforschung (im folgenden: IAB) nach 2010 eine deutliche Verringerung des Erwerbspersonenpotentials in Deutschland prognostiz
