The administration of land revenue, including its assessment and collection, is the most vital aspect of governance in every province. Agriculture continues to be the predominant industry, with many individuals either owning or leasing the land they cultivate. Beyond its financial implications, the Land Revenue system carries significant social and political importance. Its origins can be traced back to ancient times, when the state would claim a portion of the cultivator's produce for public use. Over the years, in-kind payments evolved into cash payments, and under British rule, assessments were gradually standardized to suit the unique circumstances of each region.

Satishchandra Ray (1888-1960) was an esteemed educationist, Vaishvavacharya, and author. Ray pursued his higher education at Presidency College, where his exceptional academic performance earned him several prizes, including the Jotishchandra Prize, Girish Memorial Prize, and Sir Andrew Frezer Gold Medal. In 1910, he graduated with honors in philosophy, securing the first position and receiving a postgraduate scholarship and the P. S. Smith Prize. Ray then traveled to England for further studies at London University, obtaining an MA degree in philosophy in 1914. He began researching Indian philosophy under orientalists H. Oldenburg and P. Dawson.
