Raumplanung, Note: 1,7, Universität zu Köln, Sprache: Deutsch, Abstract: Im ersten Teil dieser Arbeit werden Möglichkeiten aufgezeigt, diese Grenzen abzustecken. Zudem werden weitere theoretische Grundlagen geschaffen, die für die Betrachtung der Thematik relevant sind. So wird durch die Typisierung von Gütern deutlich, warum sich manche Güter dazu eignen durch öffentliche Infrastrukturen bereitgestellt zu werden und andere nicht. Aus diesem Verständnis heraus lassen sich Begriffe wie Daseinsvorsorge und Angebotsstrukturen erläutern, die eine Realisierung der Infrastrukturen in Räumen beschreiben. Entsprechend ist der räumliche Bezug bei diesen Konzepten unabdingbar. Bei der europaweiten Betrachtung von ländlichen Räumen werden allerdings sehr schnell gro e Unterschiede deutlich, wodurch die Möglichkeiten als auch der Bedarf von Infrastrukturausstattung beeinflusst werden. Um dennoch eine gewisse Vergleichbarkeit zu gewährleisten, ist eine einheitliche Gebietstypisierung notwendig. Zu diesem Zweck wird die NUTS-Klassifikation der Europäischen Union vorgestellt. Zusätzlich kommt der Theorie der Zentralen Orte im Kontext von Infrastrukturen eine hohe Bedeutung zu. Sie kann als Erklärungsansatz für die räumliche Verteilung von Infrastrukturen im Raum dienen. Ebenso werden aus ihr normative Handlungsgrundlagen abgeleitet, was sich daran zeigt, dass zentralörtliche Prinzipien in deutschen Planungsgesetzen auf verschiedenen Verwaltungsebenen verankert sind. In diesem Zusammenhang schwingt ständig das "problem of fit" mit, welches darauf verweist, dass staatlich-territoriale Gebiete nicht die tatsächlichen funktionellen räumlichen Verflechtungen widerspiegeln. Dies führt dazu, dass sich für solche administrativ abgegrenzte Regionen kein innerer Zusammenhang begründen lässt, wodurch räumliche Entwicklungen nur schwer beeinflusst werden können.
