JEFFREY Z. RUBIN is Professor of Psyhology at Tufts University and executive Director of the Program on Negotiation at Harvard Law School. Among his books are Dynamics of Third Party Intervention: Kissinger in the Middle East, Racial Conflict: Escalation, Stalemate, and Settlement (with Dean G.
